2025년 5월 27일부터 30일까지 부탄 파로의 타시 남가이 리조트(Tashi Namgay Resort)에서 ‘제7차 아시아 지역 바이오안전성 워크숍(Seventh Regional Biosafety Workshop)’이 개최됐다. 아시아 13개국 대표단이 참여한 이번 워크숍은 ‘아시아 바이오안전성 증진: 역량 강화 및 지역 협력을 통한 카르타헤나의정서의 효과적 이행’을 주제로 진행됐다.
한국아시아바이오안전진흥원(이하 KIPABiC)이 주최하고, 부탄 보건부 산하 식품의약청(BFDA)이 공동 주관한 이번 행사는 유엔환경계획(UNEP)의 기술 지원과 대한민국 산업통상자원부 및 UNEP-GEF 다국가 바이오안전성 사업(GEF ID 10991)의 재정 후원으로 운영되었다.
이번 워크숍은 2008년부터 2020년까지 한국바이오안전성정보센터(이하 KBCH)와 UNEP-GEF BCH III 프로젝트가 운영한 활동이 기반이 되어, 아시아 바이오세이프티 패밀리(ABF) 중심의 지역 협력 체계를 강화하고자 마련됐다. 또 아시아 전역의 바이오안전성 이행 강화를 위한 공동의 노력을 촉진하는 대화 및 협력 플랫폼의 역할과 함께 카르타헤나의정서의 효과적인 이행을 위한 국가 역량 강화를 추구하는 쿤밍-몬트리올 글로벌 생물다양성 프레임워크(KMGBF) 목표17과 전략적으로 부합하도록 준비됐다.
Delegates from thirteen Asian countries recently concluded the Seventh Regional Biosafety Workshop in Paro, Bhutan, from May 27 to 30, 2025, at the Tashi Namgay Resort. The theme for this event was ‘Advancing Biosafety in Asia: Strengthening National Capacities and Catalyzing Regional Cooperation for Effective
Implementation of the Cartagena Protocol in Asia.’
This workshop was organized by the Korea Institute for Promoting Asia Biosafety Cooperation (KIPABiC) and co-hosted by the Bhutan Food and Drug Authority (BFDA) under the Ministry of Health of the Royal Government of Bhutan. The event benefited from technical support provided by the United Nations
Environment Programme (UNEP) and financial assistance from the Ministry of Trade, Industry, and Energy(MoTIE) of the Republic of Korea, as well as contributions from the ongoing UNEP-GEF multi-country biosafety project (GEF ID 10991).
The workshop built upon the initiatives of the Asia Biosafety Family (ABF) and the series of workshops convened by Korea Biosafety Clearing House (KBCH) and the UNEP-GEF BCH III project from 2008 to 2020. It served as a platform for regional dialogue and collaboration aimed at fostering joint initiatives to enhance
biosafety implementation across Asia. The objectives of the workshop were strategically aligned with Target 17 of the Kunming-Montreal Global Biodiversity Framework (KMGBF), which seeks to strengthen national capacities for the effective implementation of the Cartagena Protocol on Biosafety.
아시아를 비롯, 세계 각국의 참여
이번 워크숍에는 아시아 13개국의 바이오안전성 규제당국 대표 등 총 27명이 참석했다. 참가국은 방글라데시, 부탄, 캄보디아, 인도, 인도네시아, 라오스, 말레이시아, 몽골, 필리핀, 대한민국, 스리랑카, 타지키스탄, 투르크메니스탄이다. 기술 지원기관으로는 UNEP 인도 사무소, KBCH, 인도 생명공학컨소시엄(이하, BCIL), 크롭라이프 아시아, 아시아태평양대학교, 몽골 국가생물안전연구소(이하, NBI) 등이 함께했고 생물다양성협약 사무국(CBD), 미국 농업식품시스템연구소(AFSI), 지역 농업·환경 혁신 네트워크(이하, RAEIN-AFRICA)는 온라인으로 참여했다.
4일간 진행된 워크숍은 6개의 기술 세션으로 구성되어 국가 차원의 이행 노력, 지역간 협력 촉진, 재원 조달 방안 탐색, 아시아 바이오안전성 추진 방향 등에 대한 다양한 논의가 이루어졌다.
The workshop convened a diverse group of 27 participants from thirteen Asian countries, including representatives from the competent national biosafety authorities of Bangladesh, Bhutan, Cambodia, India, Indonesia, Lao People’s Democratic Republic, Malaysia, Mongolia, the Philippines, Republic of Korea, Sri Lanka, Tajikistan, and Turkmenistan. Additional technical contributors included biosafety experts from UNEP (India), KBCH (Republic of Korea), Biotech Consortium India Limited (BCIL, India), CropLife Asia (Singapore), University of Asia and the Pacific (Philippines), and National Biosafety Institute (NBI, Mongolia). Notably, experts from the Secretariat of the Convention on Biological Diversity (Montreal, Canada), Agriculture & Food Systems Institute (AFSI,
Washington, DC, USA), and Regional Agricultural and Environmental Innovations Network (RAEIN-AFRICA) participated and contributed virtually.
Over the course of four days, the workshop was organized into six technical sessions dedicated to discussing national implementation efforts, fostering regional collaboration, exploring funding mechanisms, and addressing future directions for biosafety in Asia.

바이오안전성의 글로벌·지역 동향
전문가들은 카르타헤나의정서의 핵심 조항들에 대해 설명하며 아시아의 생명공학 발전 동향, 지속가능한 농업 및 식량 시스템을 위한 생명공학 기술과 바이오안전성 규제의 중요성을 다루었다.
Session 1: Setting the Stage – Global and Regional Context of Biosafety
The experts addressed key provisions of the Cartagena Protocol, evolving biotechnology trends in Asia, and the fundamental importance of biosafety regulations in in harnessing biotechnologies for sustainable agriculture and food systems.
국가별 바이오안전성 시나리오 공유
라오스, 필리핀, 투르크메니스탄, 부탄 대표단은 자국의 규제 현황, 직면한 과제 등 각국의 경험, 쿤밍-몬트리올 글로벌 생물다양성 프레임워크(KMGBF) 목표17의 이행 사례 등을 소개했다. 발표 이후에는 국가별 역량 강화 필요성과 지역 공동협력의 가능성을 모색하는 그룹 대화가 진행됐다.
Session 2: National Biosafety Scenarios
Delegates from the Lao People’s Democratic Republic, the Philippines, Turkmenistan, and Bhutan presented country experiences, highlighting regulatory landscapes, challenges, and best practices in integrating KMGBF Target 17. The presentations were followed by a group dialogue on prioritizing national capacity-building needs and identifying opportunities for regional collaboration.
지역 협력 강화: 사례 분석
남아시아, RAEIN-Africa, 그리고 기타 아시아 지역의 사례 공유를 통해 남아시아 지역의 바이오안전성 규제 조화, 생명공학 기술 정책 포털 활용, 데이터 공유, LMO 검출 역량 강화, ABF 및 바이오안전성정보센터의 역할 등을 논의했다.
Session 3: Enhancing Regional Collaboration: Case Studies
Through case studies from South Asia, RAEIN-Africa, and other Asian initiatives, participants explored harmonization of biosafety regulations in South Asia, the Biotech Policy Portal (https://biotechpolicyportal.org/), discussed leveraging data sharing.
자금 조달 및 민관 협력
GEF-9, 민간 부문 참여, 기타 지역 메커니즘 등 잠재적인 재원 조달 경로에 초점을 맞춘 발표가 있었다. 기존 보조금 외 새로운 재원 조달 방안과 바이오안전성 지원을 위한 민간 부문 파트너십 활용에 대한 논의도 이어졌다.
Session 4: Funding Opportunities (GEF-9 & Alternative Sources)
The presentations focused on potential funding channels, including GEF-9, private sector involvement, and other regional mechanisms. Discussions also extended to innovative financing options beyond traditional grants and strategies for leveraging private-sector partnerships to support biosafety endeavours.
아시아 지역 협력 강화를 위한 실질적 실행 방안
발라크리슈나 피수파티 박사(UNEP), 비바 아후자 박사(BCIL), 라트나 쿠므리아 박사(크롭라이프 아시아), 루엘V. 마닝가스 박사(지역BCH 자문관), 그리고 산닥도르지 바야르후 소장(NBI)은 전략적 지역 협력 방안 도출, 역량 강화 수립, 각국의 참여 확대 전략을 주제로 한 그룹 토론을 이끌었다.
Session 5: Actionable Options Towards Enhancing Asian Regional Cooperation
The team from KIPABiC and the technical experts: Dr. Balakrishna Pisupati (UNEP, India), Dr. Vibha Ahuja (BCIL), Dr. Ratna Kumria (CropLife Asia), Dr. Ruel V. Maningas (Regional BCH Advisor) and Ms. Sandagdorj Bayarkhuu (NBI), facilitated group discussions on identifying key priority areas for regional collaboration, outlining capacity-building initiatives, and strategizing on how to enhance the participation of various countries and stakeholders in these collective efforts.
성과 정리 및 향후 계획
KIPABiC는 워크숍의 결과를 토대로 4가지 지역 공동 우선 과제를 도출했다.
- 위해성 평가 및 관리 역량 강화를 위한 지역 협력 강화
- LMO 검출 및 식별 모니터링 체계 구축
- 바이오안전성에 대한 대중 인식 제고를 위한 전략적 커뮤니케이션 및 교육 프로그램 마련
- 법적·분류학 용어 정비를 통한 바이오안전성 법제 정합성 제고
Session 6: Presentation of the Outcomes and Way Forward
KIPABiC summarized the workshop outcomes, leading to the identification of four key regional priority areas:
1. Strengthening risk assessment and risk management through enhanced regional collaboration
2. Regional Collaboration for Enforcement and Monitoring, including detection and identification of Living Modified Organism
3. Strategic communication and curriculum development program towards enhancing public awareness of biosafety in Asia
4. Alignment of legal and taxonomic terminology for Biosafety Governance in Asia
각 세션에는 명확한 목표, 예상 성과, 산출물, 측정 가능한 지표, 그리고 이행을 위한 전략적 활동이 포함됐다. 이러한 그룹별 활동은GEF-9 프레임워크를 포함한 잠재적 재원 지원 프로그램 하에서 공동 제안서 및 추진 과제를 개발하기 위한 기반으로 활용된다.
Each priority area included clear objectives, proposed outcomes, outputs, measurable indicators, and strategic activities for implementation. These group outcomes serve as a foundation for developing collaborative proposals and joint initiatives under potential funding programmes, including the GEF-9 framework.
바이오안전성을 위한 공동의 노력
2025년 5월 27일에는 ‘지속가능한 발전과 자연의 조화’를 주제로 2025년 세계 생물다양성의 날을 기념하는 특별 세션이 진행됐다. 이 세션은 겜 비다 BFDA 청장과 발라크리슈나 피수파티 박사의 의견 발표로 구성됐으며, CBD 사무국이 제공한 자료도 활용됐다.
이튿날인 5월28일에는 GEF-10991 다국가 프로젝트 운영위원회 제2차 회의(Mc-PSC)가 워크숍과 동시에 개최돼, 사업 이행 현황 및 향후 산출물에 대한 논의가 진행됐다. 회의에는 방글라데시, 인도, 몽골, 필리핀 대표들과 UNEP 및 KIPABiC 사무국 관계자 등 총 16명(현장 참석 10명, 온라인 참석 6명)이 참석했다.
27 May 2025: A special session was conducted to commemorate International Biodiversity Day 2025, on the theme ‘Harmony with Nature and Sustainable Development.’ This session featured reflections from Ms. Gyem Bidha and Dr. Balakrishna Pisupati, and the event utilized informational resources and recordings from the CBD Secretariat.
28 May 2025: The Second Multi-country Project Steering Committee Meeting (Mc-PSC) of GEF-10991 was held concurrently with the workshop, focusing on progress in implementation and future deliverables. A total of sixteen (16) participants (10 onsite and 6 virtually) from Bangladesh, India, Mongolia, and the Philippines, along with UNEP and KIPABiC Secretariat, attended the meeting.
5월 29일과 30일 저녁, 참가자들은 BFDA가 주관한 네트워킹 세션을 통해 서로 교류하고, 부탄 문화도 경험할 수 있었다.
워크숍은 참가자들의 피드백을 바탕으로 바이오안전성에 대한 협력 강화를 위한 합의와 함께 마무리됐다. 이번 논의는 “아무도 소외되지 않는다”는 ABF의 포용 원칙을 담아, 지역 차원의 바이오안전성 향상을 위한 공동의 의지를 보여주는 사례였다. 폐회사 발언에서 장호민 박사는 아시아의 급변하는 기술 분야 환경에 효과적으로 대응하기 위해 규제 체계의 중요성을 강조하였으며, 아시아 지역의 다양한 강점들이 바이오안전성 분야의 발전을 위한 강력한 자산이 될 수 있음을 강조했다.
이번 워크숍은 아시아 전역의 바이오안전성 강화를 위한 공동의 노력을 훌륭히 보여주었으며, ABF의 기조가 되는 포용성과 파트너십에 부합하는 공동체적 노력을 더욱 공고히 했다.
The networking sessions organized by the BFDA on the evenings of May 29 and 30 provided participants an opportunity to connect and experience the Bhutanese culture.
The workshop concluded with a consensus on the next steps and future directions for enhanced cooperation in biosafety, guided by valuable feedback from participants. The discussions exemplified a collective commitment to advancing regional biosafety efforts, encapsulated by the ABF’s guiding principle of inclusivity: no one left behind.’
Closing remarks were delivered by Dr. Homin Jang (KIPABiC) and Ms. Gyem Bidha (BFDA), with concluding acknowledgements from Mr. Jambay Dorji (BFDA) and Ms. Tashi Yangzom (KIPABiC). Dr. Homin Jang emphasized the importance of regulatory systems in adapting to Asia’s rapidly changing technological landscape. He also highlighted the region’s diverse strengths as a powerful asset for collaborative progress on biosafety.
The workshop successfully showcased a shared commitment to enhancing biosafety measures across Asia, reinforcing collaborative efforts aligned with the principles of inclusivity and partnership fundamental to the ABF mission.
